Before you start
- Stage 3 complete: you are physically in Croatia with your documents in hand.
- A residential address where the landlord has agreed, in writing, to register you with MUP.
Documents you will have by the end
- OIB (personal identification number) certificate issued by Porezna uprava.
- Address registration confirmation (prijava boravišta) from MUP.
- Residency permit card issued by MUP.
- Local bank account opening confirmation and IBAN.
- HZZO health insurance enrolment confirmation.
- Tax residency status determined — only request a written certificate if you need one (foreign income, DTA claim, proof of non-residency elsewhere). If all your income is Croatian and you live here, you likely don't need to ask for one.
- If moving with family: OIB and HZZO enrolment for each dependent, plus school enrolment confirmation for children.
- If moving with pets: Croatian vet registration, Lysacan microchip record, and municipal dog registration where applicable.

Public health coverage begins only after registration is complete.Mandatory. Kicks in from registration date.- Compulsory HZZO cover still leaves you paying a co-payment on most visits, referrals, and diagnostics. HZZO's own dopunsko policy removes that co-payment for €15 per month (€180 per year) as of 1 February 2026 — up from €9.29. Private insurers sell competing policies. This is optional, but decide deliberately rather than discovering it at the first bill.

You only need a written certificate for specific situations: claiming a double-taxation treaty, proving non-residency to your origin country, or reporting foreign income. If all your income is Croatian and you live here full-time, don't default to asking — the office may (correctly) tell you it's unnecessary.

- Each family member needs their own OIB. Same Porezna uprava appointment can cover all.
- Dependents must be added explicitly — they don't inherit your coverage automatically.
- Public school: OIB + address + health card. International school: waiting list may already be long.
- Skip if your spouse is an EU/EEA citizen (they register independently). Otherwise: apply after the primary applicant has the residency card — but if that card is a one-year stay and work permit under Article 97, your spouse cannot be granted family reunification until you have held temporary stay for at least a year. Plan for that gap rather than assuming the card is the green light. Spouse can remain on tourist exemption (90 days) while waiting.
pets post-arrival
- There is no 10-day deadline once you are here — the 10-day window is how long the health certificate stays valid before you reach the border, and the pet check happens at the crossing itself. Book a licensed local vet once you are settled: they hold your pet's Croatian records, give boosters when the rabies vaccination runs out, and are who you go through for an EU pet passport if you arrived on a third-country certificate. That passport needs your Croatian residence registered first.

- Separate from the national microchip record. Zagreb registers owners of unsterilised dogs and cats with the City Office for Agriculture and Forestry; there is no annual dog fee. You can claim an exemption for a pedigree animal you breed yourself, if you prevent reproduction by other means, or if sterilisation would endanger the animal's health.
Common pitfalls
- Sign the work contract before you open the bank account — without it, banks offer non-resident accounts only (no salary, limited features).
- Bring a notarized landlord signature to address registration — some municipalities reject anything less.
- Enrol in HZZO on time. Register late and you do not simply start late: cover is granted only once you pay the missed contributions back to the date the obligation arose, as a single lump sum, for up to 12 months. That bill is the reason the first-year cost estimate carries a retroactive-contributions line.
